Oyo 2020 Budget: Makinde Beats UNESCO Edu Standard With 22.3% Allocation As Works Gets Lion Share, Agric, Health Also Top List

The executive governor of Oyo state, Engr. Seyi Makinde has yesterday presented the year 2020 budget totalling 208.8Bn to the Oyo state house of assembly for prompt considerations and passage into law in order to enable early commencement of budget implementation beginning from January 2020.

The governor while giving his budget speech at the plenary announced appropriation of 35.4Bn naira for all ongoing and proposed road projects in all the three senatorial districts in the state which represents 23.9% of the total budget to public works and infrastructures, the governor emphasised his commitment to completion of all infrastructural projects adding that infrastructural development is key and important to the state government economic and industrial revolution agenda through provision of enabling environment that will attract big time investors to the state.

Education comes closely second to works with 22.3% of the total budget which beats UNESCO educational standard of 15% as the governor reiterated his commitment to free and quality education for all public schools in the state as he stated that education is a big issue that must be tackled headlong which was why the present administration is tackling the case of out of school children by not only providing free and quality education with free text and exercise books but also making the text books available in soft copy that can be downloaded on state government website under ministry of education.

Recall that governor Makinde during his inaugural speech as the executive governor of Oyo state promised to commit at least 10% of the total budget of the state to education which was the expectation of many people before the budget presentation yesterday but to the surprise of all the governor announced 22.3% of the total budget to education with an increase of 12.3% making Oyo state the first attain such feat in Nigeria in term of investment in education while Agriculture got 4.43% and healthcare 5.18% respectively.

The governor stated that the proposed income in the budget matches the proposed expenditure with a projected budget implementation performance of 70% at the least adding that in line with keeping with the yearnings of the people of the state as duly communicated to him during budget town hall meetings across the three senatorial districts the state government will be focused on four cardinal areas which include works, education, agriculture, and health.

Governor Makinde assured that his administration will be bullish in its approach to infrastructural development especially in road construction connecting rural areas to the city where farm produce can be sold off without hassles adding that the state government is already engaging the federal government to hasten completion of Oyo Ogbomoso dual carriage way while plans are already in place with the FG to rehabilitate the Oyo Iseyin road with the view of opening up the rural urban roads that will help the government achieve its economic plans.

The governor however expressed optimism in achieving at least 70% performance of budget implementation noting that it is possible to exceed the projected percentage of budget performance because the projected income and expenditure are on a commensurate scale.
