Financial Autonomy: Oyo Assembly Funds Management Bill Scales 1st, 2nd Reading

Following the resumption of the legislative duty by the legislature across Nigeria, the Oyo State House of Assembly has deliberated on Oyo state House of Assembly Funds Management Bill pursuant to the move for Financial Autonomy by the legislative arm across Nigeria.
Sunrisebulletin gathered that legislative staffs across Nigeria under the aegis of Parliamentary Staffs Association of Nigeria (PASAN) embarked on indefinite strike on 23rd March, 2021 to compel state government across the nation to comply with the provisions of the constitution on Financial Autonomy for legislative arm of government.
Consequently, all state houses of assembly have been shut down by parliamentary staffs and kept under locks and keys grounding all legislative activities in all 36 states of the federation.
The Oyo State House of Assembly, upon resumption during its plenary on Tuesday 22 after the protracted industrial action deliberated on a bill titled “Oyo State House of Assembly Funds Management Bill, 2021.
The bill which provides for autonomous management of funds acrued to the state House of Assembly by the House instantly received approval of lawmakers across both political divide, Peoples Democratic Party (PDP) and All Progressives Congress (APC) alike.
Some of the lawmakers who spoke during the deliberation at the plenary described the bill as ‘timely’ noting that it was for the same reason of financial autonomy that the House was shut down since March, 2021.
They however, admitted that the new development will come with its own challenges but added that the legislative arm of government was equal to the task on independently managing its own finances and addressing its financial obligations.
The bill has already passed through first and second reading and was referred to the concerned House committee for further legislative action.
Other Bills brought before the house and passed first reading include among others Oyo State Judicial Funds (financial autonomy) Bill, 2021, State Account Allocation Committee Bill 2021, Local Government (further amendment) Bill 2021.
The House adjourned Plenary sitting to Thursday 24th of June, 2021.
