The Oyo State government has approved a N500 million counterpart funding for the Nigeria Erosion and Watershed Management Project (NEWMAP), aimed at controlling and preventing floods, erosion, and natural disasters in the state.
The project, supported by the European Investment Bank, will also receive a counterpart fund from the Federal Government.
This was disclosed on Tuesday by the NEW-MAP National Project Engineer, Engr. Ngalaku Filibus Gajare, when he led a delegation on a courtesy call on the Governor of Oyo State, Seyi Makinde, at the Governors office in Ibadan.
The team, which was received by the Deputy Governor of Oyo State, Barr. Abdul-Raheem Adebayo Lawal, commended Governor Makinde for approving the sum of N500 million as counterpart funding for the World Bank-supported Nigeria Erosion and Watershed Management Project (NEWMAP) in the State.
He noted that the project is to enhance the control and prevention of flood, erosion and natural disasters across the nooks and crannies of Oyo State.
According to Gajare, our coming to Ibadan is to access the effective readiness of the state as regard to the effectiveness of the NEWMAP project.
He commended the Oyo state government for its efforts in erosion deduction, climate change, as well as the development in the environmental space whilst urging other states to emulate from the state government on hybrid combination with gas, among others, and added that Oyo state is taking the lead in terms of erosion deduction.
The project engineer however noted that the NEWMAP was funded by the world bank and implemented in 23 states, stressing that it kickstarted in 30th of June, 2022, and would be launched soon in Abuja.
He said: “We came to Ibadan and we proceeded to visiting the NEWMAP Project sites. we are here access the condition and to know if the state is having an operationalize office that is fully equipped, staff to run the project, and if there is operational vehicles and a space to require counterpart funding contributions.
“Also we are to access the site if it is active, aggressive, does it has threat to life, threat to infrastructure investment, and if it equally has impact on the socio economic of the citizen.
“We are also to ensure that, has the state made their choice and that they are being prioritized? because whatever is to be done has to be in line with the government developmental plan.
“Your Excellency, we were able to go to Eruwa, Ogbomoso, particularly to LAUTECH, as well as to Igbeti were we spent a night there. The other one that is paramount is the river at the Eleye Ibadan, we want to inform you that those site that have been visited have met the condition and eligibility criteria. They are sites that can attract funding from the European Investment Bank.
“I want to report to you that we have accessed the staff of the project under the leadership of the commissioner for environment equipped for the project that they have the standing requirements and leadership experience to run the project. I want to assure you that these projects are in safe hands.
“We are happy that the state has graciously approved the sum of N500m as a counterpart funding. We are happy for His Excellency for the leadership he has demonstrated.
“Though the issue in Oyo state is not about erosion but water management, water flow, and not having the proper channel. Inadequate drainages can equally cause water erosion. If the water is properly tamed, properly channelized, and discharged within the properly drainage channel, it could be able to go safely.”
“As a matter of concern, project operation is very key. So, we appeal to His Excellency to consider the approval of operational vehicles and additional counterpart funding.
In his reactions, the Deputy Governor who noted that Oyo state happens to be one of the largest state in Nigeria, in terms of population, landmarks, emphasized the government’s readiness to leverage international partnerships for development.
He said that in addition to NEWMAP, other foreign organisations, like the World Bank, have already addressed issues like erosion and flooding, pointing out that the Oogunpa River traverses the length of Ibadan city.
While stressing that the state had years back experienced flood challenges, the Deputy Governor maintained that due to the efforts of the government, some of the challenges have been addressed.
He stated that the challenges of climate change and other degradation have added up to an unlivable environment which NEWMAP have also come to assist Oyo state government.
However, the Deputy Governor expressed his satisfaction that the state has met the NEWMAP eligibility requirements in terms of people and site preparation in the three designated sites—Igbeti, Ogbomoso, and Ibadan—that they have visited.
He said: “We need to put a lot more efforts in ensuring that we have a workable partnership. I will escalate to the governor on your demand on operational vehicles.
“Also, you asked us to get ready for more additional counterpart funding, I’ll also escalate it to the governor as the government is already on course and it will not go back. Your demands from us as state government would be met for full implementation.
“If there’s a livable environment, it will impact the society positively. So, On behalf of His Excellency, Seyi Makinde, we welcome you to our state. In Oyo state, we are blessed with educational civic centre, hills, among others. So, endeavor to visit the places, too”.
